		<description><![CDATA[Huron Beach; There were/are problems, particularly along Huron, Saginaw bay for instance. Not recognizing the problem is not the same as not having one.
80% of the phragmites lives beneath the surface. Every single piece that is broken will sprout a new phragmite rhyzome. They are prolific, strangle out anything native, change the support system for native bugs/fish/reptiles and have quite far reaching effect. They are also very expensive to manage. Phragmites are not so slowly and very surely taking over many smaller inland lakes as well as filling in bays and lakeshores. This can have a tremendous negative impact on fisheries, which are big but declining  money in the state from recreational fishing, who are seeing decline of fishery stores. I understand that property owners need to be able to address maintenance on their property and the state is inefficient in administering permits, but if not a permit, a manditory training should be in effect to assure practices undertaken by homeowners doesn&#039;t make a complex and difficult problem worse, and create circumstances that are near impossible to recover from.]]></description>

		<description><![CDATA[Nobody is talking about altering the shore line of what&#039;s in the water.   We&#039;re talking miles of high and dry sand beautiful white sand that was being cleaned for years without any problems.   Then out of the blue comes lousy legislation saying the weeds were more important than the taxpayer and property owner.   If I&#039;m going to pay sky high property taxes for the beach, then I want a beach.   

Anybody got a link to the federal requirements?]]></description>

This is Great Lakes bottomland held in truust by the State of Michigan for all of us who live in Michigan. While they would like to think it is their land to do what they want, it&#039;s not. Unfortunately, with passage of this legislation, they can now do what they want regardless of the impacts and what we, the people of Michigan want. It&#039;s a sad day for the Great Lakes and their valuable resources.]]></description>
